Wheat has been cultivated for probably around 10,000 years, originating somewhere in the middle east.
Primitive people developed early milling methods (stone on stone, pestle on shaped stone, mortar and pestle) grinding wheat into coarse meal that could used to make flat breads.
The Roman Empire may have perfected rotary milling a bit more than 2000 years ago, but rotary milling was also used in China at roughly the same period.
Eventually milling progressed so that flour as known today was produced.
The best way to measure flour is by weighing on a scale. First, weigh the container empty, then add the flour to the container until you get to the desired combined weight.
To Measure flour by volume, fluff the flour with a fork or spoon, then spoon the loosened flour into the cup by sprinkling without pressing or compacting the flour.
